Administration

The delegation is the foundation's administrative body which choose auditors and appoint max three members to the board of directors.

The board of directors is responsible for the management and organisation of the foundation's operations. The board of directors guides and monitors the operative management and approves the foundation's strategies. There is also an executive committee and a housing division, which report to the board of directors.

The managing director is responsible for the operations and attaining the goals of the foundation, as well as administrative duties in accordance with the guidelines and regulations given by the board of directors.

The tenants' co-operation body acts as a link between Hoas, the tenants and representatives of the student unions.

Delegation

The delegation is a governing body of the foundation, which can appoint up to three members to the foundation’s board of directors and choose at least one auditor to audit the foundation’s administration and accounts for the following year.

 

The foundation’s delegation includes 16 members and 16 deputy members.

The appointments to the foundation’s delegation are made as follows:

  • Student Union of University of Helsinki (HYY) appoints five members and five deputy members
  • Aalto University Student Union (AYY) appoints four members and four deputy members
  • Other student unions in the Helsinki Metropolitan Area appoint one member and one deputy member
  • Student Union of Metropolia University of Applied Sciences (METKA) appoints one member and one deputy member
  • Student Union of Haaga-Helia University of Applied Sciences (HELGA) appoints one member and one deputy member
  • Student Union of Laurea University of Applied Sciences (LAUREAMKO) appoints one member and one deputy member
  • Other student unions of universities of applied sciences in the Helsinki Metropolitan Area appoint one member and one deputy member
  • Employees of the foundation appoint one member and one deputy member
  • Housing cooperation body appoints one member and one deputy member among the tenants.

The delegation members and their deputy members are appointed for two calendar years at a time.

 

The delegation’s official meetings are the spring meeting and the autumn meeting.

In the spring meeting

  1. the auditor’s report will be presented
  2. The names of those student unions, student unions of universities of applies sciences and student unions of other educational institutions that have the right to appoint one member to the foundation’s board of directors, in accordance with section 12, will be confirmed. Student Union of University of Helsinki and Aalto University Student Union cannot be among these student unions to be confirmed.

In the autumn meeting

  1. The budget and strategy for the following financial year will be presented
  2. If necessary, a more long-term plan will be presented
  3. If necessary, the board members for the next term of office will be appointed, in accordance with section 12
  4. At least one auditor will be chosen for inspecting the foundation’s administration and accounts for the following year.

Board of directors

The board of directors is responsible for the management and organisation of the foundation's operations. The board of directors guides and monitors the operative management and approves the foundation's strategies. Executive committee and housing division

The executive committee is tasked with outlining the issues to be discussed at board meetings, such as the business plan, budget, housing production and acquisitions, and wide-range planning of operations, as authorised by the board of directors.

The housing division has, as authorised by the foundation's board of directors, the following tasks:

  • Track, monitor and prepare matters concerning the upkeep and maintenance of
  • properties and the preparation and execution of the maintenance and acquisition budget.
  • Prepare proposals for the maintenance and acquisition budget as well as for the rent to be collected.
  • Monitor and develop tenant activities.
  • Set guidelines for the verification of the right to occupancy as well as handle any precedents.

The board of directors selects four members for the housing division, two of whom must be tenant representatives. The board of directors selects the chairman of the division.

Tenants' co-operation body

The tenants' co-operation body acts as a link between Hoas, the tenants and representatives of the student unions. The co-operation body discusses matters that have far-reaching effects for the tenants. A caring and open tenant community is created through communal activities. The co-operation body offers tenants a way to have an impact on tenant activities and housing conditions.

The themes of the meetings are confirmed for a year at a time. Central themes are communality, tenant activity, housing costs, property maintenance, the general conditions of the tenancy agreement, the rules and regulations in the property and other current matters. The recommendations for developing the foundation's operations given by the co-operation body are reported to the board of directors.

The tenants' co-operation body consists of the tenant member of the board of directors, who also acts as the chairman, eight tenant representatives, the chairman of the housing division, a member of the housing division, representatives of three student unions and representatives of the office.
